Albertville approves of plans for new daycare facility
At the April 15 Albertville City Council meeting, the council approved the plans for an 11,500-square-foot or larger daycare center. City Planner Al Brixius presented the plans for Everbrooke Daycare by Oppidan Holdings LLC, which will be located at 6869 and 6883 Laketowne Place NE.
“We’ve been waiting since 2006 for another development at this location. This is a very nice looking building, it’s going to be a good use of the site and finally put something up there that may motivate additional development,” Brixius said.
The plans would combine two lots at the Shoppes at Towne Lake Two development. The Shoppes at Towne Lake Two is a planned development that was approved in 2006 and includes five commercial lots. One of the lots that Oppidan Holdings is acquiring has a land use restriction on the lot for an 8,000-square-foot restaurant.
In order for the daycare plans to move forward, the council had to approve amending the lot land use restriction and combining the two lots. Currently, there is only Samaritan’s Hill Church located in the Towne Lakes second addition development. The Town Lakes Two development has a shared parking easement, but Oppidan Holdings plans to construct a daycare-specific parking lot for the site.
One of the conditions the city is requesting of the applicant to pass the amendment of the site use, is that a business association will need to be in place to ensure that Oppidan Holdings contributes to the maintenance and repairs of the private street that provides lot access.
Councilmember John Hayden asked if there have been conversations with the applicant about maintaining the private street.
“I believe once the association is established and there is a manager, if you will, that there will be an entity to see that the roads are cleared in the winter and maintained. There’s some repairs that are needed now I believe,” City Administrator Adam Nafstad said.
Hayden stated that at the planning commission meeting when the plans for the daycare were discussed, that Samaritan’s Hill Church of the Towne Lakes Two development had expressed that they were unaware of the private road maintenance responsibilities. He also said that Samaritan’s Hill Church had been given a lot to the north of the church.
Nafstad stated that each lot will need to contribute to the maintenance of the private road and that the city had communicated with the church in the past about maintenance of the street, but that the ownership of Samaritan Hill Church may have changed. Brixius said Oppidan Executive Vice President of Development Paul Tucci has been made aware of the road maintenance and the business association requirement.
“There’s a lot of legalities tied to these properties that have probably cost this area some potential growth or development opportunities. It took a lot of work to get some of these ironed out, so I appreciate that Paul,” Nafstad said.
Mayor Jillian Hendrickson asked about the play area of the daycare site, which will be on the west side of the lot closest to Labeaux Avenue NE/County Road 19. The play area will surrounded by a six-foot-tall white vinyl fence, which Hendrickson had concerns about the fence’s ability to protect children and staff members at the daycare if a car accident or other incident were to occur.
Tucci said they are also going to be boulders and trees in the landscape plan to provide more protection. He stated that Oppidan Holdings has concerns about who will run the business association.
“Somebody’s got to hire the manager, pay the manager and then go collect from the parties. So, it has to be set up in a way that whoever does that, it’s as easy as it be can to collect,” Tucci said.
The council approved the plans for Everbrooke Daycare.
